It comes down to protecting money and keeping traces. Operation keys are stored separately and never leave the protected zone, the right to use them is split between several employees, and there is a written procedure in place should one be exposed. Every action is written to a log that cannot be altered afterwards and is kept for at least a year. These are requirements of the international standard for cryptocurrency systems. We build to them, though the certificate itself is issued by an independent auditor, and it is issued to the system rather than to the contractor.
